Draft minutes of the planning meeting of Bursledon Parish Council
held on Wednesday, 12 March 2008 at the Village Hall,
Long Lane, Bursledon at 7.00 p.m (for approval at meeting 9 April 2008)

1.  Apologies for absence
 
Apologies had been received from Cllr Clarke, Cllr Holes, Cllr Milne and Cllr Millar.
 
2.  Declarations of interest
 
There were no declarations of interest.
 
3.  Minutes of the meeting of 13 February 2008
 
Cllr Allen proposed, Cllr Craig seconded and the Minutes were agreed and signed.
 
4.  Matters arising from the minutes of 13 February 2008 
 
There were no matters arising.
 
5.  Planning applications received from Eastleigh Borough Council
 
5.1   Land to rear of Springfield, Long Lane, Bursledon – Crown thinning of 1 no. Yew, 1 no. Hazel and 1 no. Hawthorn, coppicing of 1 no. Hazel & crown lifting of 1 no. Holly & 1 no. Silver Birch.  (Case Officer:  Tim Holman  Case Ref:  T/08/62168).
 
No letters of objection had been received.  Margaret Lord the Tree Warden had advised the Clerk this application was being made by Nick Bernier the other Parish Tree Warden and was for woodland management.
 
Cllr Craig proposed DO NOT OBJECT, Cllr Allen seconded and all Members voted unanimously in favour.
 
5.2   Fieldings, Bridge Road, Bursledon – single storey rear extension with external stairs to garden.  (Case Officer:  Narinder Phagura  Case Ref:  F/08/62366).
 
No letters of objection has been received.  Members discussed this application and felt the work proposed was quite acceptable.
 
Cllr Allen proposed DO NOT OBJECT, Cllr House seconded and all Members voted unanimously in favour.
 
6.  Planning decisions notified by Eastleigh Borough Council 
 
6.1   43 Quebec Gardens, Bursledon – Single storey rear extension.  (Case Officer:  Julie Wellstead  Case Ref:  F/07/61690).  PERMIT.
 
6.2   Heath House Farm, Heath House Lane, Hedge End – Certificate of Lawfulness to allow unrestricted occupation of dwelling which is subject to an agricultural occupancy condition (condition 2 of planning permission 15553/3 dated 10.9.81).  (Case Officer:  Legal   Case Ref:  U/07/61855).  CLUED – CERTIFICATE ISSUED.
 
6.3   10 Bridge Close, Bursledon – Removal of branches on 1 no. Ash tree in rear garden.  (Case Officer:  Ben Abbatt   Case Ref:  T/08/61905).  PART CONSENT, PART REFUSE TREES.
 
The planning decisions were noted.
 
7.  Correspondence
 
7.1  EBC had forwarded a copy of the “Character Area Appraisal Documents”, which is a supplementary planning document.  This will be filed in the office for Members’ information, but can also be viewed on EBC’s website www.eastleigh.gov.uk/ebc-3801.
 
7.2  EBC had written relating to the potential changes to road closures requests 2008.  This letter will be filed in the office in the short term.
 
7.3  EBC had sent a copy of the slide presentation that accompanied their Members’ Training – Highways – Road to Explanation training session on 12 February last.  This will be filed at the office for Members’ information.
 
8. Exempt business
 
8.1  Planning Enforcement.  The item was noted.
