Minutes of the planning meeting of Bursledon Parish Council
held on Wednesday, 9 April 2008 at the Village Hall,
Long Lane, Bursledon at 7.00 p.m

1.  Apologies for absence
 
Apologies had been received from Cllr Allen, Cllr Clarke, Cllr Holes, Cllr House, Cllr Lippold & Cllr Milne.
 
2.  Declarations of interest
 
Cllr Millar declared an interest in item 5.1. 
 
3.  Minutes of the meeting of 12 March 2008
 
Cllr Moneypenny proposed, Cllr Craig seconded and the Minutes were agreed and signed.
 
4.  Matters arising from the minutes of 12 March 2008  
 
There were no matters arising.
 
5.  Planning applications received from Eastleigh Borough Council
 
5.1   10 Greyladyes, School Road, Bursledon – Listed building consent for the erection of rear conservatory, following demolition of existing.  Case Officer Narinder Phagura  Case Ref:  L/08/62489.
 
There were no letters of objection.
 
Cllr Moneypenny proposed NOT TO OBJECT, Cllr Misselbrook seconded and Members voted unanimously in favour.
 
5.2   Land adjacent to Roman Way, Blundell Lane, Bursledon – Retention of log cabin to form 1 no. one bed house (duplicate application).  Case Officer:  Gary Osmond   Case Ref:  F/08/62516.
 
There were no letters of objection.  Members discussed this application.
 
Cllr Misselbrook proposed TO OBJECT on the grounds that this application represents a new build in the countryside, Cllr Moneypenny seconded, with 4 Members voting in favour and the 2 LAC Members abstaining.  Members requested this application to be referred to LAC.
 
5.3   Devonia, Hamble Lane, Bursledon – Construction of 2 no. 3 bed semi-detached houses and 1 no. 3 bed detached dwelling with double garage, landscaping & alterations to existing access, following demolition of existing dwelling and outbuilding.  Case Officer:  Gary Osmond   Case Ref:  F/08/62476.
 
There were no letters of objection.  Mr Brook of 3 The Kestrels spoke to object on the grounds of over-development, traffic and noise impact, loss of daylight, overlooking.  He believed the reasons for refusal on the previous application still stood.  Mr Morton or 1 The Kestrels and Mr Crook of 2 The Kestrels both supported his objection.  Mr Tate of Malwood advised Members there was a mains sewer running through the rear of these properties which will be encroached by this development.  Cllr Millar confirmed this was a Building Control matter.  Members asked for this to be highlighted in any decision made.
 
Cllr Misselbrook proposed TO OBJECT on the grounds of over-development, traffic impact, noise and air pollution, loss of privacy and loss of outlook for neighbouring properties.  Members asked that the Planning Officer please also be made aware of the main sewer running through the rear of these properties, which would probably be too close to the development.  Cllr Moneypenny seconded and 4 Members voted in favour, with the 2 LAC Members present abstaining.  Members requested that this application be referred to LAC.
 
5.4   Loxwood, Hill Place, Bursledon – Construction of replacement rear conservatory.  Case Officer:  Narinder Phagura   Case Ref:  F/08/62462.
 
There were no letters of objection.
 
Cllr Moneypenny proposed NOT TO OBJECT, Cllr Misselbrook seconded, with all Members voting unanimously in favour.
 
6.  Correspondence
 
6.1  EBC had sent a copy of their Consultation for their draft Planning Obligations Supplementary Planning Document, Background Document and Sustainability Appraisal, which will be filed in the office with the Planning papers.
 
6.2  South East England Regional Assembly had forward a copy of their Housing Strategy for 2008-2011, which will also be filed in the office with the Planning papers.
 
6.3  HCC had written to consult on some bus routes that are being re-tendered in the Borough.  Any Member wishing to comment may view the consultation papers held in the office and respond to HCC by 25 April 2008.
 
7. Exempt business
 
7.1  Planning Enforcement.  The enforcement item was noted.
