MINUTES OF THE PARISH PLAN STEERING GROUP MEETING
HELD ON MONDAY 1ST NOVEMBER 2010 AT 2PM

Diana Sneezum stated that Bursledon Parish Plans needs to be included in
Eastleigh Borough Council Plans for the future.
Members of the Steering Group entered into a formal discussion and
agreed that amendments could be made every 3 months if necessary and to
continue to monitor the plan up to 18 months. The Plan needed to
be relevant to the needs of the residents of the Parish of Bursledon.
Jane Rich suggested questionnaire distribution, via posting, door
knocking, and questionnaires to be available at the post office which
would hopefully reach a larger percentage of the community, a 50%
response was hoped for.
Mary Woodhouse and Jenny Leeves had initially completed the grant form
from Community Action Hampshire on behalf on the Steering Group.
Mary read out the details of the form to Members and it was agreed to
submit the grant form. A copy of the completed grant form is on file in
BPC office.
Diana Sneezum asked Polly Clark to write an article to go into the next
issue of the Scene Magazine.
Diane Andrewes felt that the Parish Plan needed to reflect the priority
of the people who lived in the village and to take stock of the people’s
concerns.
Jane Rich read from the Broughton Plan. Jane suggested promoting
the Heritage of Bursledon to bring all the areas together. Jane
also suggested open days involving history, gardening and other social
clubs of Bursledon to see if a skeletal questionnaire could initially be
drawn up, to be completed at later date.
Jenny Leeves felt this would be an opportunity to bring to the front the
good things in the community.
Trevor Clarke suggested an open ended questionnaire, what else does the
Parish Plan need to address the main interests and what is to be
preserved in Bursledon.
Jenny Critchlow suggested in-depth interviews with different age groups
starting with 5 year olds upwards, teenagers and 20, 30, 40, 50 years
old etc.
Mary Woodhouse advised 2252 homes in Bursledon with 4619 people on the
Electoral roll. Jane Rich advised 1587 people living in 600 homes
on the Pilands Estate.
Diane Andrewes suggested some questions to be Yes/No answers but not all
questions as this would hopefully give more interesting answers from
people. Diane also suggested brain storming sessions.
Jon Whitlock suggested 2 phases open end questionnaire and closed
questionnaires to refine subject areas when visiting groups etc.
Jane Rich felt getting a company in to analysis the information
collected would be beneficial.
Trevor Clarke advised that Hamble used Compass (Research Analysis)
Solutions to analyse the information that was collected. Jane Rich
is to look in this and research if this is viable for Bursledon.
It was agreed by all Members that details of the Parish Plan need to be
user friendly.
Jon Whitlock suggested the Plan should be as generic as possible to
achieve the drip drip effect.
Polly Clark came up with the idea of road shows for early 2011.
Diana Sneezum advised Village Hall would give its service free of
charge.

Trevor Clarke suggested a name: Parish Plan Road Show.
Jane Rich said the Parish Plan needed to be planted in people’s minds
and she was going to try to promote the Post Office and local businesses
to try and do this.
Jenny Leeves is to look into obtain photographs of Bursledon.
Jenny also suggested the Plan should involve rural areas, footpaths,
ponds and conservations areas.
Diane Andrewes felt people needed to be asked Parish Plan what does it
mean?
Jane Rich suggested the name to be ‘The Future of your Village’.
Jon Whitlock said it was important to speak to all local groups in the
early stage of the Parish Plan.
Trevor Clarke is to look into the Bursledon Parish Boundary, Trevor will
‘goggle earth’ to obtain this information and also the Bursledon Church
Boundary so both boundary can be shown.
Diane Andrewes suggested the name ‘Do you know where you live?’
Jane Rich advised the PCSO’s wanted to be involved and she would contact
Mark O’Hanlon at Hedge End Police Station.

Jenny Leeves – Bursledon Church, Youth Pastor and Good Neighbours
Wendy Lyne – Lunch Club and Book Club
Jane Rich – Housing Association, Sailing Club, Longoak Play Group and
Sure Start also Hype at Hamble.
Jane Rich and Angie Lush – Linden Tree, Windhover, Crow’s Nest, Manor
House and Plough Public Houses.
Trevor Clarke asked if Diccon Bright at EBC could attend meetings in
January or alternatively send a representative. The Assistant
Parish Clerk will contact Diccon to request if he can attend meetings in
January.
Trevor Clarke will arrange with the Art Club a competition to promote
the best poster to advertise the Meetings for the Steering Group in
January 2011. Trevor also suggested to enlist as many
organisations as possible to come and advertise themselves at the Parish
Plan Road Shows. Trevor will try to ensure posters are available
from mid November so they can be displayed to give maximum coverage.
Both Jane Rich and David Brand offered to print posters to booster
campaign. Trevor suggested wording on poster to read ‘What do you
think of your village of Bursledon come and find out about your village
plan’.
Assistant Clerk is to contact EBC for register of local businesses and
to contact Vicar and Rotary Club.
