MINUTES OF THE PARISH PLAN STEERING GROUP MEETING
HELD ON MONDAY 5TH DECEMBER 2011 AT 10AM
IN BURSLEDON VILLAGE HALL

Present:  Diana Sneezum (in the chair), Diane Andrewes, Polly Clark, Jenny Leeves , Margaret   Lord, Wendy Lyne, Ron Nichols, Marion Penn, and John Prinn. 
           
1. WELCOME All members were welcomed to the meeting
 
2.  APOLOGIES FOR ABSENCES
Apologies had been received from Donna Brewer. 
 
3.   MINUTES OF MEETING HELD ON 7TH NOVEMBER  2011
Two corrections were made to the minutes.  4.1 John Prinn had said there was good signage on the A27 coming from Fareham and there was a typographical error in the second sentence in Item 5 with an extra “it” after “paid as” to be removed.  It was proposed by Ron Nichols and seconded by Wendy Lyne that the minutes were approved.
 
4.  MATTERS ARISING
4.1 Young Peoples’ Consultation (6) As Donna Brewer was unable to be present this was postponed to a later meeting.
4.2 Annual Report Contents (5) Diane Andrewes had met with Jenny Leeves.  The annual report will be presented to the next meeting of the Steering Group.  The proposed contents were an introduction followed by a description of the setting up of the Steering Group and the progress to date including the Road Shows, Young Peoples’ Weekend, and the first survey.  It would and include references to information gathered and relationships made and a list of thanks as well as the accounts.  Diane said that she had seen a probable format used for a Neighbourhood Plan on a folded A3.  The Annual Report had been requested by the Parish Council and further distribution will be discussed at the next meeting
4.3 BROWAPG Housing Meeting  This had been held on 30th November and was well attended by 26 people.  Diana Sneezum had taken notes of the meeting.  The attendees had been against the proposals by Eastleigh Borough Council for the additional housing developments and a hotel off Blundell Lane.  There was mixed feelings about the proposed Sundays Hill by-pass and the group wanted more time to look at the options regarding Old Bursledon developments.  Diane Andrewes had tried to get a planning officer to come to a further meeting but it was being very difficult to organize a date.
After discussion it was considered that the response of the Steering Group was contained in the Survey Results which had been sent to Eastleigh Borough Council and no other response to the draft Local Plan was needed from this Group.
 
5. FINANCIAL REPORT
Jenny Leeves reported that £408 had been paid for the printing of the first survey and that a grant of £500 had been received from Bursledon Parish Council, leaving a balance of £543.  The grant from the Parish Council was for the printing and distribution of the next survey and the Council had said an application could be made for further grants if necessary.   Jenny Leeves pointed out that the Insurance Policy taken out before the Road Shows would run out this month.  It was proposed by Ron Nichols and seconded by Diane Andrewes that the policy should not be renewed.
Diane Andrewes reported that she had found a printer whose business was small and did not need to charge VAT.
 
6.  SIGNAGE
A report on signage needs was tabled by Diane Andrewes.  She and Diane Sneezum had driven round Bursledon to identify where they considered signs were required.  The report was discussed.  It was noted that a new sign had recently been erected in Hedge End.  One suggestion was that there should be a sculpture or carving on Windhover roundabout.
Diane Andrewes agreed to contact local businesses to ascertain whether customers or suppliers had difficulty in locating their premises and whether they had anything to add to the report.
Diane Andrewes and Diana Sneezum were thanked for their efforts.
 
7. WORKING PARTY REPORT
7.1 Responses to Housing Survey Analysis
Keith House had queried whether the survey represented the views of the whole population of Bursledon.  Marion Penn had produced a pie chart to show the distribution of responses again house size required.  It was also considered that older people who had lived in the village for some time were more likely to respond as they were settled here. Diane Andrewes agreed to send this to Keith House with an explanatory letter.  The survey had shown that the respondents did not want any more housing in Bursledon and wanted to retain the gaps.
Trevor Clarke had written to say he felt the response would be useful when considering planning applications.  It was suggested that the developer for the Crow’s Nest site should be sent a copy of the analysis.
Terry Hall, the head of housing for Eastleigh had written to say he was disappointed when people did not want to see new houses but that the need for a variety of accommodation reflected that identified in Bleak Housing.
Chris Huhne had thanked the group for the analysis and offered his support.
 
7.2 Responses to Community Facilities Analysis
This had been sent to numerous people as agreed but the only reply had been from Andy Butler, Project Manager, who had suggested it should be sent to the G.P.s who were involved with the new surgery.  Unfortunately it had been sent out under the heading of “Housing”.  Diane Andrewes offered to resend it with the correct heading.
 
7.3 Piloting Transport and Heritage
The draft of the 2nd survey was piloted at the meeting and amendments made after discussion.  It was considered that the use of the word image from the Road Shows was not really relevant and that Marion Penn would look for an image of the Windmill.  Marion Penn and Margaret Lord would also revise the map to include relevant landmarks.
Marion Penn was warmly thanked for all the work she had done in formatting the surveys and in the analysis. 
 
7.4 Preliminary discussion of Environment headings
The notes of the working party meeting were circulated including a list of proposed headings for sections in the Environment survey.  The Group was asked if they had any additions – none were identified.
 
8.  AOB including correspondence
A form had been received for comments on the proposed Gravel Extraction at Hamble Airfield
Diane Andrewes agreed to complete this and object on the grounds of noise and extra traffic on Hamble Lane.
 
9.  DATE OF NEXT MEETING
The next meeting will be at 2pm on  Monday 9th January 2012.
 
There being no further business, the meeting closed at 12.10 pm

Monday 6th February and Monday 5th March.  These will be at 2pm
